Homeowner Terms

Version 1.1, effective October 17, 2026.

The short version

1. Who these terms are for

These Homeowner Terms are an agreement between you and VSF Marketing LLC, a Florida limited liability company doing business as Tampa Services ("Tampa Services," "we," "us"). They apply when you use www.tampa.services or the Tampa Services portal as a homeowner, renter or other person requesting service for a home.

You must be at least 18 and able to enter a contract. Give us true, current information.

2. We are a platform, not a contractor

Tampa Services runs a website and app that shares information and passes service requests to independent local businesses ("Providers"). We do not perform, supervise, direct, inspect or guarantee any repair, installation, construction, maintenance or other service. We are not a contractor, subcontractor, employer, agent, partner or joint venturer of any Provider or customer, and we are not a party to any estimate, contract or payment between a customer and a Provider.

Nothing on the platform is an offer by Tampa Services to do contracting work under Chapter 489, Florida Statutes. Any work is offered, priced, contracted, performed and warranted only by the Provider.

Where we show "License & insurance on file," it means only that a Provider gave us a number or document at a point in time. It is not a promise that a license or policy is current, valid or enough for your job. Verify a Provider yourself, for example at myfloridalicense.com, and ask for a certificate of insurance before work starts.

Our articles, cost ranges and checklists are general information, not legal, insurance, engineering, tax or financial advice. Local rules and permits vary. Confirm with your building department or a qualified professional.

3. How a request works

You describe your project, ZIP code and timing. We review it and offer it to one local Provider at a time who says they cover that service and ZIP code. Only the Provider who accepts your request gets your name and contact details.

After a Provider accepts, they are expected to contact you within 6 business hours (business hours are 7am to 9pm Eastern). If they don't, we may move your request to the next Provider and tell you in your portal. You can tell us they contacted you, message them in your portal, ask for a different Provider, or tap "Something wrong?" on the job to reach our support team.

Using Tampa Services is free for you. We are paid by Providers (for example a fee for each request they accept) and by advertisers. We never charge you for a request. Any price for work is between you and the Provider.

We can't promise that a Provider will be available, call at a particular time, give a quote, or that their price or work will meet your needs. You decide whether to hire anyone.

4. Your responsibilities

Only send requests for real projects at a property you own, manage or have permission to arrange work for. Don't submit someone else's contact details.

Before hiring, check the Provider's license, insurance, permits and references, get the price, scope and timeline in writing, and don't pay large amounts up front. Florida law limits deposits and sets rules for some contracts; ask the Provider or your building department.

Be respectful. Don't use the platform to harass, threaten, scam or discriminate against anyone, to post false information, or to scrape, copy or resell data from the platform.

5. Problems with a Provider

Your agreement for work is with the Provider. Claims about workmanship, damage, delay, price or warranty are between you and the Provider. We will still help: report a problem with the "Something wrong?" button and we will review it, may contact the Provider, and may remove or pause a Provider who breaks our rules.

If a contractor is unlicensed or you suspect fraud, you can also contact the Florida Department of Business and Professional Regulation (myfloridalicense.com) or your local building department.

6. Reviews

You may review a Provider after a job was completed through the platform. Honest negative reviews are welcome; nothing in these terms limits your right to give an honest review (Consumer Review Fairness Act, 15 U.S.C. 45b). Reviews must follow our Review Policy. You keep ownership of your review and give us a non-exclusive license to display it.

7. Communications

When you submit a request you agree that we and the Provider handling your request may contact you about that request by phone, text or email. Marketing messages are separate and optional. See the Communications & SMS Policy.

8. Release

Because we are not a party to your dealings with Providers, you release the Tampa Services Parties from claims arising out of a Provider's work, products, conduct, pricing or failure to perform, to the fullest extent the law allows. If you are a California resident, you waive California Civil Code section 1542 to that extent.

9. Disclaimers

THE PLATFORM IS PROVIDED "AS IS" AND "AS AVAILABLE." TO THE FULLEST EXTENT THE LAW ALLOWS, WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE AND NON-INFRINGEMENT. WE DO NOT PROMISE THAT A PROVIDER WILL BE AVAILABLE, RESPOND, QUOTE A PRICE, DO GOOD WORK OR FINISH A JOB, OR THAT THE PLATFORM WILL BE UNINTERRUPTED OR ERROR-FREE.

10. Limitation of liability

TO THE FULLEST EXTENT THE LAW ALLOWS, TAMPA SERVICES, VSF MARKETING LLC AND THEIR OWNERS, MEMBERS, MANAGERS, EMPLOYEES AND CONTRACTORS (THE "TAMPA SERVICES PARTIES") ARE NOT LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, EXEMPLARY OR PUNITIVE DAMAGES, OR FOR LOST PROFITS, LOST DATA OR PROPERTY DAMAGE, OR FOR ANY ACT, OMISSION, WORK, PRODUCT, PRICE OR CONDUCT OF ANY PROVIDER, CUSTOMER OR ADVERTISER.

OUR TOTAL LIABILITY FOR ALL CLAIMS RELATING TO THE PLATFORM IS LIMITED TO THE GREATER OF (A) THE AMOUNT YOU PAID TAMPA SERVICES IN THE 12 MONTHS BEFORE THE CLAIM AROSE, OR (B) $100.

These limits do not apply where the law does not allow them, including liability for our own fraud or intentional misconduct.

11. Disputes: informal resolution, arbitration and class-action waiver

Please read this section carefully. It affects your rights.

Talk to us first. Before starting any claim, send us a written description of the problem and what you want, using a support ticket at www.tampa.services/support/ with the subject "Legal notice." Both sides agree to try in good faith to resolve it for 30 days.

Binding arbitration. If we can't resolve it, any dispute arising out of or relating to these terms or the platform will be decided by binding individual arbitration administered by the American Arbitration Association (AAA) under its Consumer Arbitration Rules (for consumers) or Commercial Arbitration Rules (for businesses), and the Federal Arbitration Act governs this section. The arbitrator decides all questions, including whether a claim must be arbitrated. Hearings will be held in Hillsborough County, Florida, by phone or video, or where the law requires. For consumer claims we pay the filing and arbitrator fees that the AAA Consumer Rules assign to a business.

Exceptions. Either side may bring an individual claim in small claims court in Hillsborough County, Florida if it qualifies, and either side may ask a court for an injunction to stop misuse of its intellectual property, data or platform.

Class-action waiver. Claims may be brought only individually, not as a plaintiff or class member in any class, collective, consolidated or representative proceeding. The arbitrator may not combine claims of more than one person. If this waiver is found unenforceable for a claim, that claim (and only that claim) goes to court and the arbitration agreement does not apply to it.

Jury waiver. To the extent a claim goes to court, both sides waive a jury trial.

30-day opt-out. You may opt out of this arbitration agreement within 30 days after you first accept these terms by opening a support ticket with the subject "Arbitration opt-out" that includes your name, account email and a clear statement that you opt out. Opting out does not affect any other part of these terms.

Time limit. Any claim must be filed within one year after it arose, or it is permanently barred, unless the law requires a longer period.

12. Florida law and venue

Florida law governs these terms, without regard to conflict-of-law rules, except that the Federal Arbitration Act governs the arbitration section. Subject to the arbitration section, the exclusive venue for any court action is the state courts in Hillsborough County, Florida or the U.S. District Court for the Middle District of Florida, Tampa Division, and you consent to personal jurisdiction there.

13. General

Changes. We may update these terms. We will post the new version with a new version number and effective date and, for changes that materially affect your rights, tell you in your portal or ask you to accept again. Changes don't apply to a dispute we already know about. If you keep using the platform after a change takes effect, the new version applies.

Whole agreement. These terms, plus the Privacy Policy, the Communications & SMS Policy and the Review Policy, are the whole agreement about the platform. If a part is unenforceable, the rest still applies. Our not enforcing a right is not a waiver. You may not transfer these terms; we may transfer them with our business.

Electronic acceptance. Checking the box and creating an account (or submitting a request) is your electronic signature. We keep a record of which document, which version and when you accepted it.
